Three-year experimental regime aims to regulate digital asset investments.
Russia Plans Crypto Trial for Qualified Investors
The Bank of Russia has proposed a three-year experimental legal regime allowing a select group of investors to buy and sell cryptocurrencies like Bitcoin. The proposal, submitted to the Russian government for discussion, would restrict participation to investors with at least $1.1 million in securities and deposits.
Strict Ban on Retail Crypto Payments Remains
Despite the proposed trial, the central bank reaffirmed its stance against using cryptocurrencies for domestic payments. Since Russia’s crypto law came into effect in 2021, digital assets have been prohibited as a means of exchange. The Bank of Russia maintains that crypto remains highly volatile and lacks government backing, reinforcing the need for investor caution.
Expanding Investment Options While Ensuring Transparency
The central bank cited market transparency and investor protection as key motivations for the trial. Under the framework, crypto asset service providers would be required to comply with new regulatory standards. The initiative also seeks to create a structured approach for experienced investors willing to navigate the risks of digital asset markets.
Russian Firms May Be Allowed to Invest in Crypto
The proposal includes provisions for qualified companies to participate in crypto investments under a regulated framework. This move could pave the way for a “Russian MicroStrategy”, referencing firms like Michael Saylor’s Strategy, which has aggressively acquired Bitcoin since 2020. If approved, Russia’s largest companies could follow a similar approach, integrating Bitcoin into their balance sheets.
Future of Crypto in Russia’s Financial Sector
Beyond direct crypto holdings, the experimental regime may permit investors to trade derivative financial instruments and digital assets tied to cryptocurrencies. With Russia already exploring cross-border crypto settlements, the move signals a cautious but growing interest in digital asset integration within the country’s financial system.
